Is your construction site ready for the new regime in qualifications?

If you work in construction then you probably already know that the Construction Skills Certification Scheme are phasing out the Construction Related Occupation (CRO Cards). In fact, no new cards will be issued at all now since the 31 March 2017.

The hard fact is that your operatives may no longer be able to work on your construction site from 1st October 2017 impacting on YOUR BUSINESS.

What does this mean?

  • CRO cards will cease to be issued from 31st March 2017
  • CRO cards issued since 1st October 2015 will expire on 30th September 2017*
  • All CRO cardholders must take further steps to replace their CRO cards before they expire.

What is replacing the CRO Card?

CRO cards are being replaced by a regime of skills cards which are only available to operatives who can show they have a qualification that is on the national framework AND have demonstrated technical and practical competence in their skill to an OFQAL approved assessor during on-site observation. Each card will only be valid for a single skill. Are your sites ready to work under the new regime?

Most major construction groups have adopted the CSCS Scheme as a platform for higher levels of skill, health & Safety on UK constructions sites. The main aim to reduce the high number of accidents still happening on construction sites today!

The new regime is significantly more rigorous and ensures a better demonstration of skills competence and enforces the principle of NO CARD – NO SITE ACCESS.


What do I need to do?

The most important role for businesses within the Construction industry is to filter down this information to your employees many of which are sub-contractors or self-employed labourers.

The removal of the CRO card affects over 230,000 CRO card holders. In many cases CRO card holders will be required to register for existing or newly developed qualifications. In others, card holders will be asked to move to one of CSCS’s Partner Card Schemes that are more appropriate for their occupation. For some, where their occupation is not construction related or no suitable qualifications exist, a CSCS card will no longer be issued.

 

To Recap

For the avoidance of doubt, CRO cards issued before October 2015 will remain valid until their expiry date. All related occupation cards issued by the following Partner Card Schemes, SKILLcard (Construction Related Occupation), ECS (Related Disciplines), JIB-UK PHMES (Plumbing Related Occupation), will also remain valid until their expiry date. Individual CRO cardholders can find out what steps they need to take by inputting their occupation into card finder and following the steps on the screen.

CRO card holders who do not take the necessary steps to replace their cards will find they will be unable to obtain another CSCS card.

The withdrawal of the CRO card is seen as a practical step towards achieving the Construction Leadership Council’s requirement of ensuring nationally recognised qualifications are in place for all construction related occupations.
